Can you explain what part of Google Play and Apple Store are blocked? Does it mean that users can’t install any new app?

play.google.com and apps.apple.com domains were blocked for several hours, but got unblocked shortly. That did not affect Play Store on Android, apparently it doesn’t use this domain.
